On this basis, the drafting of the comprehensive pilot scheme for the reform and development of Shanghai's domestic trade circulation system (hereinafter referred to as the "pilot scheme") has been completed. The municipal Party committee and the municipal government have included the pilot reform and development of the domestic trade circulation system in the key points of the reform work in 2015, and established a "comprehensive pilot leading group for the reform and development of the domestic trade circulation system". The leading group office is located in the Municipal Commission of commerce and is responsible for the promotion of specific work. Compared with the other eight pilot cities, the biggest feature of Shanghai's pilot scheme is to apply some practices of Shanghai pilot free trade zone to the current circulation system reform, and plan to build a "Trinity" modern circulation governance model of "market decision, government promising and social coordination".
